The level of Excess and Deficiency (“E&D”) funds for FY 2012 was a critical issue in determining the FY 2012 HWRSD budget.  E&D funds are the amount of unrestricted funds held by a regional school district at the end of the school year which it can use for unplanned future needs.  The revised FY 2012 […]

WHAT YOU NEED TO KNOW: The School Committee’s FY 2012 Budget asks for no new contributions from the Towns, does not affect the tax rate, and maintains level services in the schools. Wenham voters have already approved this number, which is the figure printed in the Hamilton warrant (Appendix B, page 6). Town officials are recommending lowering the contribution to the Schools to an amount, which when added to a proportional decrease on the Wenham side, would combine to de-fund the schools by $500,000. Thank you, Wenham — Hamilton, you’re on deck! Hamilton town meeting is this Saturday, May 14, 9 a.m. at the High school auditorium. Child care thanks to Girl’s Basketball team. The school budget passed in Wenham by a vote of 127 to 86. A huge thank you to all the residents who took time out from a busy spring afternoon to make their voices heard. Now it’s Hamilton’s turn. Please make plans to attend town meeting this Saturday and support the school’s budget. We expect the vote to be much closer in Hamilton than it was in Wenham. We will need every voter there.
If the school’s budget passes, we’re done. If it fails, we’re looking at the possibility of more town meetings this spring and possibly into the summer.

• Town officials maintain that cuts can be done without cutting teachers or services to our students. How? By dipping deeply into the school’s Excess and Deficiency (E&D) fund.
• The school committee says that isn’t wise and isn’t what the state recommends (the state recommends that schools maintain a minimum of 3% of its total budget in E&D).
